Before joining Miles & Stockbridge P.C. as counsel, he was an associate with Stein, Sperling, Bennett, De Jong, Driscoll & Greenfeig, P.C. in Rockville, Maryland. In 1994, he joined the Comptroller of Maryland's office and was appointed and served as the assistant director, legal, for the Comptroller of Maryland until returning to private practice at the end of 2005. As an assistant director, legal, he oversaw the operational aspects of the Revenue Administrative Division in its interpretation and application of the state’s income, estate, sales and use, and admissions and amusement tax laws, rules and regulations. He began his professional career in the tax department of Ernst & Young where he focused on business taxes, ERISA, and tax-exempt organizations. Jim graduated from The University of Baltimore School of Law. He earned a bachelor’s degree in accounting from Frostburg State University. He is a frequent presenter on state and local tax matters and currently co-chairs the American Bar Association, State and Local Tax Committee State Tax Transparency Task Force. He is also a past-chair of the Maryland State Bar Association’s taxation section.
